You can find good SEO Expert by checking their portfolios, work samples and past client feedbacks. Also you can ask proof of latest SEO achievements

Most competent SEO's have their own projects and take clients for ready cash. Check the whois to verify it's really their site.

Warrior Forum has tons of guys in the Warriors for Hire section. The only thing you need to make sure of though is that their methods are legit. Check all the testimonials. If there are a lot of positive testimonials and he/she is very descriptive with their methods and have strong service guarantees, they may be a good SEO expert. The truth is though, you won't know until you test them yourself. Good luck. |

Agree...If you're not very familiar with the services out there, the best thing is to research past customers' feedback and testimonials.
