Default Keyword swapping in Google

I've recently noticed that Google treats queries like hairdresser brisbane and brisbane hairdresser differently. The results that come up are not the same. This is without being logged in.

I was under the impression that Google could work out synonyms and keywords that carry the same meaning

Does anyone know the logic behind this? Its driving me insane.
