Why not just create a new account?

Create a new account on yahoo and start posting on yahoo question answer. You can create an accounts on different question answer site from where you can generate traffic.

No - once your site has been banned it will not be reinstated.

Yahoo Answers is very strict when it comes to the reports that they are receiving. Upon receiving a report regarding to unethical manner done by a user, they would definitely do a disciplinary action. Even banning.

So I think there's no way for you to reactivate your account. Make a new one instead.

No you cannot reactivate it. I messed with Yahoo answers a long time ago and stopped cause it doesn't really do you any good. I would stick to a more forum based approach, minus any spamming that has been going on.
