What are your thoughts on the quality of these two high pr sites for backlinks usage

They have high PR and are do follow, but will they actually be useful in ranking or would google consider them some type of blackhat?

Edu and Gov extension websites have a very good place in Google's eye and their higp PR ads more in their worth. I highly recommend both the sites for geting backlinks.
