Default ranking for local low competition KW

What is the easiest way to rank for a low-competition KW (local market). There are only about 100 exact searches. With good on page SEO, the new site (1 month old) is ranking #4 w/o any backlinks. 1,2,3 spots are not on page optimized. Thanks.

Here is my opinion:
if you really have low competition KW, then building backlinks shouldn't be that hard, and also should not take you much money or effort.

Do NOT blast your site with huge amount of backlinks that you can buy here on forum or on Fiverr - avoid social bookmarks.
Every backlinking strategy that you will choose just keep in mind one thing:
- keep it as natural as it can be, add backlinks regularly, do not get 1000 backlinks in one day.

if your website is almost there then i would suggest you to build natural links or more precisely "Anchor" free links. the bloggers usually approve the comments with natural links as compare to anchored one and the rest of the job will be done by your website onpage.

If its not too competitive then first of all you need to create backlinks via blog commenting and forums. Do some article marketing to get some quality backlinks

That should be a cake walk to rank on
within one month, put varied PR backlinks with slightly varied anchor text, good onpage SEO

Silo Structure would help even more
