Adwords Traffic Estimator broken???

I have a keyword with 1,200,000 monthly search with low competition. Yet with a unlimited daily budget and a Max CPC of 1000$ it shows 0.06 clicks a day. On google there is only 1 ad showing up for this keyword when I do a google search, so someone is using it.

Try the word kite. It only shows 87 clicks for kite with an unlimited budget yet there is a good amount of searches for this term. Why only 87?

Is Adwords Traffic Estimator reliable for figuring what my costs should be or should I be using something else?

Is there a better traffic estimator than google adwords? I just don't feel safe with something showing millions of searches a month but estimating hardly any clicks no matter what I set the budget. I don't know whats up with that..
