The first one is more clear. Just try every possibilities.

I would say the first one. And use your h1 keyword for keyword 1 and your h2 keyword for keyword 2.

I would say to alternate. If you use the same keywords in your anchor text over and over then it will lose importance.

The first one is better as you aren't mixing keywords.

Anyway, the second format would be hard to use as a contextual backlink.

Try to have a diverse linking strategy. Do not optimize for only a single keyword since it will give an impression that you are aiming merely for rankings(which actually is the case).

According to me first one is better then second one, you can use h1 tag as well in html section.
