Sometimes it's the opposite. But there are several reasons. The auction is dynamic. Your page score is dynamic. Top notch adwords users with high CTR get a lower CPC. Some of the clicks may have been invalid. The ads that work well, over time, on your site, will invariably be rewarded with a lower CPC. Google puts ads on your site for what they think people want. Not the highest bidder. I feel your pain. Frustrating for one day to get a few clicks, kick butt in the $ department, then next day get boatloads of clicks and less money!
