Outsource Linkbuilding

Hi all,

I handle a number of accounts for clients and really need to start outsourcing some of the link building. Obviously I want to try and find either someone or some program who will take on the work. I'm not interested in spammy methods, only good quality permanent links. Could anyone recommend a good reliable person or program please?
