What's your most-used tactic for getting decent PR backlinks?
• guest blogging
• article sites
• linking from other sites that you own
• something else?

Guest blogging can be a great way to increase one's PR, if the blogs are high-PR themselves. You can buy services to increase your PR, as well.

Forum Posting, Blogging and Article syndication are the best ways to get quality back links.

If I had to recommend one tool/method for getting quality backlinks, I'd have to say use BMR. Yes it will cost you some money, but if you do it right you will make that money back easily by getting great Google page one rankings.

The quality of links you get from them are great, and more importantly they all get indexed which means they actually count.

Definitely give them a try if you can afford the monthly fees.

Thanks for the reco - it actually looks like a pretty decent price if it really does what it seems.

I use the below to create backlinks:

1. Home Page links from high PR sites
2. Private log post submission (Example: BMR)
3. Social Bookmarking
4. Blog comments from high PR pages

Profile links used to work well but not now. If you do more profile links, you will end up hurting your site very badly.

Best way is to diversify the source of backlinks, do not depend only on one method.
