I think the best place to submit your site is DMOZ, but they review very late and there is no guarantee to get there.

hi,
i don't do plenty of directory submission rather i target to get the website listed in demoz & yahoo directory because Google takes it seriously.
if you can get your website listed in demoz then you can see a positive impact in your ranking

I do not agree with directory especially free.. hard to get approved and BL and if get also , BL from the very very deep page.. so no link juice will pass. But payed dir is the best and 100% sure about the BL
