title says it all really, when making MFA sites do you prefer high search volume or a high cpc?

for example would you go for...
3k searches $1 cpc or
1k searches $3 cpc?

assuming they both was emd's and equally easy to rank

Both

I would really stick to both of them and try to rank for both.

The earnings will vary a lot. I would just do both.
