Beating Google Local?

I'm curious how difficult it is to beat Google local map results in the search engines. Obviously it varies from keyword to keyword but their must be some information regarding the strength of local results against typical results.

For example in the process of trying to find good niches I've stumbled across a handful that have 1-3 medium strength sites above all the local results and then in other niches the local results beat out all the medium strength sites.

Is it worth going after niches with lots of Google local results? Are they easy to beat with some light SEO or would it take a lot of work?
