Foreign Language sites link builders?

It seems like the best link building services I know of and use for many of my websites do not offer their services if your site is not in english.

I have many french websites I'd like to rank for some offline clients (not hard to rank at all, just need a good push to start with) and I wish I could do something else with my life than build links to these sites.. I dont use any automated programs or link blasters of any sorts either, it's all manual because I want quality link juice when possible.

Anyone can give me a hand on this one? Any outsourcers out there for french websites?
