Is that allowed to put adsense on sites like these,(unlock to see content) ,and it refresh page after every few seconds?

I doubt it, but I am just guessing. Google does pay for pure views (traffic), although its quite low. I would guess anything used to game that (100s of refreshes) is likely to be against TOS. I always go on the side of caution when it comes to Adsense because Google is terrible about just banning your account and not even explaining what you did.

I would never combine Adsense with anything like locked content + Adfly.

What's the max. earnings on Adfly? I think it's maybe $5 USD per 1K unique traffic, that's pretty much giving your traffic away for free.

No way would I ever give up 1K unique targeted traffic for a measly $5.

No, Google will mind if you use content locking scripts provided by other affiliates. However you can use ads from other networks which don't conflict with adsense ads.

My straight answer would No, as it is a content locking scripts provided by other affiliates moreover Google gives less priority when ranking to the site which use only ads & affiliate links.
