How long does it usually take to see good serps after link building is completed? Assuming all links are of good quality and built in 260 hours.

Nobody can give you an answer to that question, unfortunately.

That depends on to many factors.
The biggest one is your research.

The real key to making good money ranking sites is research.
If your keyword is easy to rank it will take very few links.
If your keyword is tough then a long time.

If you do your research right you can rank sites on page 1 in under 12 hours with 1 backlink. For any that say you cannot do that they only say that because they have never done it is all.

For medium comp keywords it will usually take me about a week to get to page 1 or maybe top of page 2 with only just a handful of links. Then I start the campaign to push it up the serps.

But with a blanket question like that no one in their right minds could answer it. If they do, then do not take their advice because they are blowing smoke or messing with you.

Let the links be crawled by the search engine bots, let them make a decision about the authority of the links, let them make a decision about the authority of your website, let them relate the anchor text and their respective URLs, Let them decide if you have not bought those links.

After all this you will be able to see some good result IF ALL OF THE ABOVE GOES in FAVOUR of you.

After all these if the keywors become too competitive you would be needing MORE and MORE QUALITY Links. NONE CAN PREDICT THE TIME.

you may get the initial honeymoon period where you will rank high, but then after 1-2 months you may start to bounce around, only after 3-6 months will you know if you have a good, solid ranking

The outcome of your backlinks is going to largely depend on the type of link tactics you are doing as well as YOU.

If you ping them and help them get indexed, then you are going to get faster results from your link building efforts.

Totally agreed, the point is your keywords.
