Default Can I revive this domain?

So I've had this exact match domain for a few years. It had been collecting dust, so about a year and a half ago I added 1 long post and privacy, contact, about pages. I threw a few high pr links at it but then left it alone.

In that time I haven't touched the site and I've seen it rise as high as #45 with a PR3. Currently, I'm not seeing it in the top 1000 and it's PR0. The phrase gets something like 1500 exact match searches per day(market Samurai) or 173/day(SEObook). I've been wanting to build it out for awhile now, just haven't found the time to do so. I was planning to focus some attention on it in the new year. I'm just wondering, given it's current position and PR....is it worth it? How do I know if the domain has been penalized?

If you havent done anything with it in awhile, its unlikely its been penalized in any way. So sure, go for it. Add some new content to! You shouldnt have any issues; if anything the age on the domain is going to help you rank more easily.
