Multiple Clicks , Very Low Revenue - Smart Pricing?

Low revenue is relative so lets say hypothetically someone had multiple clicks which combined yeilded less than a nickel in income and this went on for a few days what would you say is the problem?

Not saying this is me... but would this be an example of smart pricing or is something else going on?
