1. Make an action pla.
2. Make some qiality of links
3. Also make some links from gov or edu sites (paid and free).
4. Does your site have blog page? If not then do guest blogging
5. Include article posting also
6. Work on onsite optimization area also
7. W3C Validation to each page

You mention that you have worked a lot on your sites, but could you be more specific. Without knowing what you have done to promote your sites we cant give you a reasonable reply.

you need to do on-page and off page both and also use facebook, twitter social networking websites this will help you drive more traffic to your website.

Build one way links from theme based PR sites. Theme based Links from PR sites are very effective to improve search engine rankings.

If your niche is competitive then forget about keyword ranking and start focusing on traffic... Try to get traffic from other sources like social networking websites, discussion boards, blog commenting etc.

Have you thought about investing in an affiliate program first? If rankings aren't necessarily your goal but getting traffic/sales is, this may be a little bit easier to accomplish this way.

However, if you're talking about hosting you'll need to really buck up some cash to compete with HG and the others.

All of your keywords I believe are highly competitive. You would have to do allot of backlinking to rank well among your competition. Remember allot of your competitors that you are trying to out rank have been at it for a long time so you need to do some aggressive link building or hire a good company to come up with a strategy for you.

Oh and you must try advertising because you have to look to get traffic while you are waiting to see results from SEO so your business can keep moving.
