What strategies do you use to build backlinks to your inner pages? What types of links do you build? If I use inner urls on blog comments and article directories, wouldn't this look like spam?

Nothing in particular. The only difference between building links to your main pages and your inner pages is you are building links to different pages. However, you can use some tier linking strategies like writing and posting an article/content to your blog and link it to your inner pages and blast it with links.

Why would it look like spam (doesn't make sense)?

There is no difference at all. Build them the same way you build backlinks to your domain.
