Default Does Local Google consider country TLDs?

So say for example, we have two sites:

exampleurl.com

exampleurl.co.uk

Lets say they both have equal backlinks, pages indexed and on page SEO - they are identical apart from the TLDs

If we then search from

google.co.uk

Would Google give a higher SERP to the co.uk domain or would it be .com?
