With Yahoo Site Explorer now gone can Scrapebox find and return a website's backlinks? Scrapebox was using Yahoo Site Explorer to find backlinks but does it now have the capability to do this?

Maybe you should try Majestic SEO, it is another "Yahoo Site Explorer" alternative. Just Google it.

I find that a bit too pricey. I am looking for cheaper one, there are none available. The free ones are now very limited and the others are paid.

Try ahrefs
It's cheaper than the rest and very good.

I wish there were a tool that combines the best elements of ahrefs and opensiteexplorer. Both are great services, but it's tough subscribing to both. ahrefs finds links quickly, OSE has neat features like domain/page authority, etc.

Thanks I'll check out arefs, I like the look of bluebacklinks as well.

ahrefs is #1 on my list. There's a new backlink checker built into SB but it seems to be pretty weak compared to the one that used YSE.
