Best backlink submission services?

Hey im looking for backlink submission services like Article Ranks Pro, which i currently have (pm me if your interested in getting it, you can get it way cheaper then the $90 price)

Which is working quite well for my website, but im looking to expand the amount of links im getting. I have tried UAW, and SEOLV but they both sucked and the links were never indexed. Can anyone recommend any private smaller networks? Mostly focused on quality, rather then quantity.

Any suggestions would be appreciated.
