Possibilty of using social bookmarking for traffic and not for SEO/link building/indexing?

we all know that social bookmarking is now used primarily as a way of indexing our links. Social bookmarks links, on their own, don't count for much anymore but I was wondering if it was still possible to use mass social bookmarking for traffic and promotion purposes?

What i am proposing is if you had say 500 accounts on stumbleupon and hit a 'thumb up' 500 times over the course of a month to your webpage to bump this page into the front page of stumbleupon where it would hopefully start to received organic visits and votes.

Do methods like this still exist?

I ask the question because i want to try to start publishing some link bait worthy content and im just wondering how i should go about promoting this stuff.
