Default High Paying Keywords

I am using Micro Niche Finder, and it gave me results that have high ad costs. The keywords are government military related. When I search the words on Google, there are no ads showing. Why would the keyword ad cost be $14.00 with zero competitors?

At the end of the day it is down to the advertisers as to when they choose to advertise on adwords, if they are only open 9-5 mon-fri then don't expect to see their ads on a sunday evening.
Also I would never ever chase a $14 keyword, you can spend months building and optimising a site to get it, but you have to bear in mind that is the max they are prepared to pay. The reality is somewhat different. the top bidder in google will only pay 1c more than the next highest bidder. So if the next guy down is only prepared to pay 25c then guess what? The guy prepared to bid $14 only pays 1c more to outbid him at 26c, of which if you get the click you get paid around half from Google. So your $14 click in general is just not worth chasing - the fact that they might be prepared to pay $14 doesn't really come in to it. You'd only get $14 if the next guy down's bid is $13.99 for that keyword. Hence the reason why buying a list of high paying keywords is just money wasted. Also note what I said about no ads showing at the start of this post. Hope this saves you time in not wasting time building a website for a click that just is not worth chasing

This is going to sound a little like I'm guessing, but bear with me.
(I am guessing)
Anyone else can tell me where I'm wrong.

If your site is new, you have no track record. Google may
just come up with a number that averages out for things
close. If your CTR goes up, your cost will go down.

Google reserves the right to set a minimum price.
(This can frustrate people as they need to keep bidding
higher for even one show) Google has never been clear,
but I'm assuming they will not show any ads if they
are bidding under a certain threshold.

Search is much more than content. Search results are valuable.
PLENTY of people would pay $14 in a heartbeat...the content
display network is probably much, much lower. Try it if you can.

You are seeing results on your computer, either logged in or
not. This does not mean someone else, viewing in another
location, on another computer system, will not see ads.

Some people mistake exact search for adwords search.
Google places ads on searches that it deems are close
to what you are bidding on. (That's why people really
need to use the negative keyword filter) You can do
an exact search, but google begs to differ that's it
what you really want.

Google can charge anything they want, in all actuality.

Your QS can affect a lot. I'm sure google has some algo
that factors in QS when allowing anyone to bid on a page
with zero competition.

If people are really searching for what you are going for,
and you have the cash, start it up at $14. The bad
thing, is that if you don't have the cash, you may have
to look elsewhere. But overtime your CPC will be lowered
if your CTR goes up.

Military and government might demand a high price right off the
shelf.

Google is certainly not going to just sell 5 cent ads. They will
charge whatever they think they can get away with.

I'll bet even if they said $2, you'd probably still wonder why
you have to pay $2 with no comp.

Paul very good point - People, I'd flip that to coming across a gas station in a desert, there might be no one else in sight but the owner would still charge you $2 a gallon (I wish!) and you would still pay it

I would agree and I would like to add this:
CPC that you are seeing in Google Keyword Tool is for SERP ads. If you have AdSense site you are in Google's Delivery Network and you get much lower bids. Even if advertisers are bidding on keyword and it has CPC 20USD in AdSense it might be worth only few dollars for example 1-3 USD.
