Rank domain or pages?

I am creating a website for a client who deals with web development/design.

Is it a good idea to rank the domain for multiple keywords in similar niche or create separate pages for each keyword and rank each page?

Rank the homepage for the most difficult keyword, rank inner pages for everything else.

Do both. But I would strongly suggest to prioritize pages that users are looking for. What I mean is, make pages that will give users what they need directly. Since that is a web design/development website, rank pages that will meet the searchers needs.

For example, users will probably not looking for the "homepage" if they are looking for a web design services.

So, do both and anticipate what keywords the users will type in the query and make a specific page for it. And work to have a good ranking for those pages.
