Is it against adsense tos to drive traffic from another website?

I mean if I have 2 websites: website1 and website2. I advertise website2 on website1 with banner or text links and in this way drive traffic from website1 to website2. Website2 shows adsense ads. Is this against adsense tos? I hope you understood. Thank you.

Well shoot, you are the internet billionaire, right? So
who cares?

If that were against TOS, we'd all be banned in a heartbeat.
Some of the easiest and best links are between your own sites.

I can only presume the post was spam, but couldn't resist.

Not that I know of. There should not be anything about this that gets you banned.

You can get traffic from other websites to your AdSense site but you must be very cautious.
If you own the site that is linking there is no problem because clicks with be natural.
However there are some restrictions:
you can't not buy traffic if you don't know what kind of traffic it would be. Sometimes you can get offer for generating very cheap traffic but most of the times it comes from bots. This may be problematic because this software scripts sometimes will cause problem with AdSense and it lead to ban on your AdSense account.
