Default Robots = NoIndex

I have a question that I hope someone can answer.

Working with a new client and just had opensite explorer crawl the website. This is a very large site but 42 pages have been set to NoIndex, NoFollow, NoYDir.

My question is, is there good reasons why this would have been set up like this? I can understand why it might be noFollow. This would have been something that the developer intentionally set up. The owner has no answer as to why it would be set that way. The developer can not be reached and site just went live.
