Any Link Exchange Management Software You Can Recommend?

I know of SEO Powersuite's Link Assistant and SEO Elite. Can anyone refer me to other link exchange management software you have personally used? Basically the software needs to be able to research high PR sites (from competitors or any other method), extract the contact info of the webmaster, send out email requests and other email types, create a link directory to be uploaded to my site, verify if the links are alive with the link partners, you know.. the basics.
