Free Blog sites for backlinks?

I submitted a blog to blogger, and weebly today
said PUBLISH, said it was published, but I guess that doesnt mean much they dont appear on google

is there a big delay in those places or do they run it through some screening process thats very picky? I notice blogger is owned by google (blogspot)
