Double clicks, Earning halved, why?

Can someone helps to explain the likelihood of Adsense click abnormalities.

I have seen for myself on few cases whereby 2 clicks were registered from same IP at same time, initially say per click is 50cents it will show $1 total.

A few minutes later those 2 clicks remained but earning halved, what's happening?

Will google penalize us for that?

Did the person double click on the Adsense details? (there are websites address showed in Adsense)
