Adwords ads not showing, banned?

I have the feeling google have banned my new adwords account. I had an old adwords account that told me I got a permanent ban for reasons I still don´t know (but It might have to do with that I didn´t claim that I was using ads to make money) They also said that any new accounts would not be able to function.

I thought I could atleast to try make a new account and, It worked fine at first, but after 4 days the ads have stopped working so I don´t know what to do now, the only warning I have now is the my account money balance is low, (but still not low enough to pay for my ads)

Anyone with any good advice that has been in a similar situation, am I forced to never be able to use adwords ever again?

ok, the account is banned, I am now thinking of outsourcing my adwords campaigns, do you have any advice about this?
