When does Facebook do a manual review after the initial approval of an ad?

I'm redirecting a dating offer to another dating offer.

1. I submit my ad with mydomain.com/offer setup to redirect to a clean offer I know will be approved.

2. I am approved. Then I change the redirect to a different offer.

I tried this once and the ad was retroactively disapproved at 52 clicks. Is 50 clicks the sweet spot for a manual review? It seems like it should be more than that.

I know there are cloaking scripts out there but is there an easier way?
