In the google adwords, how to create a new campaign what is the eligibility of the campaign, maximum how many keywords can be inserted in the campaign.

i just try to make a new campaign, it mentioned the bid rate value?

what is bid rate, i will be create a campaign with 4 keywords, what's the value should i enter in the bid rate value.

expertise pls let me know how to create a healthy campaign & what is the bid rate value.
