Nofollows, Pagerank, and Link Juice?

So let me get this straight: if an url redirected back to your site has a nofollow tag in it, this essentially mean that there is no "link juice" going back to your site and that it doesn't boost your SEO efforts?

also, does Pagerank of the backlink site reflect the power of "link juice" going back to your site ? I'm confused because some people seem to have said something along the lines of "PageRank doesnt matter anymore"?

The main competitor in my niche has about 1,600 backlinks. When I investigated them it seems that about 600 of them are either no follows, broken links or the page was not accessible somehow, at least accodring to SEO Spyglass. So this means that essentially I have to compete against his 1000 other backlinks only?
