From my experience the biggest factor related to bounce rate is the quality of your traffic. If you are driving targeted traffic to your site, people that actually want what you are offering, they will click around a little and explore it (and probably buy).

If you're getting traffic from all over the show that have no real interest in what is on your site, they will bounce right off it by click the close button.

Also, good web layout & design, good content & popups etc. affect bounce rate

^ I agree. Although I believe those tips from Mashable could help as well.

Bounce rate happen when your website has lack of information which user is looking for.If you want to decrease then you submit unique content on your website.Provide those information which User want.It is the best way to decrease bounce rate on your website.It is also very important that you must provide relevant information about your website theme.
