I think a successful SEO campaign should include a variety of sources and not be too heavily reliant on one method. So something like a combo of dofollow backlinks , social bookmarks, high PR blog comments should get you good results

Social book marking is best for getting traffic and some back link. But a quality back linking is best for page rank. There should be relevant site for back links.
