Default seeking SEO Pros

I'm currently looking for someone to do my SEO on a long term basis. Since my site is established, and just recently slipped off of page one, it shouldn't be too much of a challenge getting it back there. I've been burned by SEO guys before so I'm going to go with "Pay for Results" type of set up this time. My problem is, the wrong SEO guy can get my site banned.

My question(s) are...

What are the things I should look for in a professional?
What are the red flags I should watch out for? (Other than "Number one Google Rankings in 2 hours!!!!)
How much should I pay for good, solid, monthly work?
How will I know the quality of back links he's building?
How can I make sure I don't get burned again?

1. They can rank their website for an SEO related term.

2. They have generic outdated profile link info on their website.

3. It depends on your keyword and competition. Most of the time look for $1000+ USD per month.

4. They will deliver a link report if you request it, but generally look for results.

Ask for referrals. Atleast 5 and contact them.

Thank you both for your answers...they help. The search term I've been using is "pay for results SEO" and of course, Google returns hundreds of them. For the most part, they are based in the UK. Not that I'm nationalistic or xenophobic, but being American I prefer hiring other Americans in this economy, rather than outsource my dollars to another country. Why aren't more American companies competing for this niche?

I would be asking for a plan of how they intend to promote your site, what products they intend to use and generally how they will go about it.

If they cannot come back with a detailed plan, then most likely they do not have one, so beware!

Any SEO who knows their stuff should be able to tell you that in 2012 it's more about the content and user experience on your site than just backlinks.

Your focus should be on creating a site that is appealing to visitors, easy to navigate and above all with great content.

Any SEO who does not have ongoing content and the user experience in their plan should be past on in my opinion.
