Can I post baclinks with no meta tags on my site?

The reason I ask is the guy who originally made the site I'm not going to be able to get in touch with for a couple of weeks.

But I started building links to the site yesterday using social monkee and soon some others too. I DO plan on optimizing the site my main question is is it ok to build links prior to that? Or will it be a waste of time?

My second question. A lot of my competitors for this niche on page 1 have very little backlinks. About 90% of the companies showing on page 1 have around 300 backlinks (roughly). But they were all around the same. Except for 1 company which had a 1000 and they were the only one with that many backlinks.

I also notice the majority of the sites they linked to were low pr (very few higher pr) and it seems to me like I can easily blow out this competition? Or do I sound like a naive newbie?

Whats stopping me from just doing 2000-3000 backlinks? If most of my competitors only have around 300, wouldn't this almost ensure me a page 1 listing?

But what I'm most curious about was the meta tags like I initially asked. I just want to know its ok to be working on this now and that it won't be a waste of time. I figure meta tags tell search engines what a site is for, although the site has been around for a couple years now and has been PPC'd to death nearly. So I think google knows it exists I just can't find it through any type of google search. =]

I really am a newbie at all this stuff please help.

Ok can someone just forget the rest of the post and answer about the meta tags?
I just want to know its ok to build backlinks w/out the keywords in the meta tags of my site.
I feel w/out those keywords my backlinks won't mean anything to google.

Can someone please just clear up whether or not I can work on backlinks right now and just wait to fix the meta tags another couple weeks?

Yes , its alrite if you make backlinks without meta tags in your website. Search engines no longer give too much importance to them. Google has become smart enough to analyse content to determine what your website is about. So just keep on building quality links.

The most important meta tag is the "description" tag. This is what google etc use when they dispay pages from your site. You can go ahead and create backlinks, there is no restrtiction or penalty for doing that.

Meta tags are really something that ended about 1997.

Including description. Many large, authoritative sites do not even
use them.

Google is under no obligation to show your description. Sometimes
they do, sometimes they don't. In fact, if people really thought about
it, they probably would not want that meta description shown
all the time. It's very narrow.

But, old habits are hard to break. So, people still put them in.

In the end, it's no big deal either way. Just makes people feel
better. SEO by feelings is not really SEO.

Ever see wikipedia in results? Any meta tags? Your content
should speak for itself. If people actually optimized their content,
instead of worrying about stuff that does not matter, I know
more people here would be successful.

Yes, you can. As @paulgl said above Meta Tags are not important. But anyway, try to use an attractive Meta Tags so that you can increase CTR.
