1st and 2nd tier links?

I'm bit confused about them? What they exactly mean?

1st tier links are high quality and point straight to your main site e.g. Web 2.0, Ezine etc. The function of 2nd tier links is to strengthen your 1st tier links e.g. using social bookmarks, forum profile, blog comments etc.

The overall idea is that it forms a pyramid structure with your main site at the top!

First tier are the backlinks pointing to your site and 2nd tier are the backlinks to your backlinks. The purpose of the 2nd tier links is to pass link juice to your website through 1st tier backlinks. Moreover thay also play an important role in getting your 1st tier links indexed.
