How does this page rank for this term?

I'm trying to rank for 'drug rehab'. I was looking in Market Samurai and found this page at #10 for my term. It has no page backlinks, no PR, and neither word in the search query even show up in the page. Not once.

drug rehab

that BBC page isn't anywhere in the top 100 results.

The BBC might does have a high domain authority, but the particular story/link referred to doesn't appear in the top 100 results.

I dont see this near the top, think you need to lay off the drug

Dont worry about it too much, just continue doing what you are doing and just look at the top 3 spots as this is your goal. This may have jumped into the SEPRS due to G's freshness algo they introduced but obviously jumped right back out.
