You can send as many as you like (within reason), but as long as it is consistent.
What this means is, don't blast your site with 10,000 links one day, and then do nothing for 5 days.

My stragtegy with a new site is to start slowly. Build up nice and gradually so it looks natural to Google. Other people may have other ideas, but I work on 4-5 a day, and eventually when I am getting high PR backlinks, I only build 1-2 per day.
I find that works well for me.

It is all about your quality and white hat techniques i think there is not any limit to get backlinks but quality and method does matter you should use white hat techniques to get backlinks.

I think it's better to build up gradually.
I tried two methods on new websites :
1) blasts 1000 or 10000 links in one day after one or two weeks
2) build up gradually (10/20 links / day during 2 / 3 weeks)

Sometimes method 1 works but sometimes no. So you loose your website !

Get a link site to drip feed your links so they are building up gradually and consistently over time but without too much effort on your part. Once you have some authority on your site you can increase the number. You don't need to be too paranoid as long as they are not in the thousands at a time.....
