Default Keep pushing more backlinks or rewrite an article?

Hey all,
Trying to rank for a very competitive fitness keyword and I bounce between #13-18 daily for it. I use a prominent WSO link service that works well but it's not pushing it onto page 1. The service offers free page optimization and they say that my site passes all the on-page seo tests and I'm continually adding more unique content with the keyword in it to the page weekly and it STILL isn't moving.

So my question: Do I continue to push more and more links to this page for this keyword or do I write a whole new page with the keyword in the page url. Right now the page url doesn't have the direct keyword but an indirect related keyword.

Any advice?

I think you should continue to get more quality backlinks from other websites as it is a more direct and easier way to attain higher PR than rewriting an article.
