But i could've sworn i read about exactly such a service on fiverr here, that's why i am asking.

If you find an offer then just test it out with a dummy link and do some research into the quality of the PR4. Many are faked. Get the Domain Authority off Open Site Explorer (SEOMoz) to get a rough idea quickly. A PR4 should have a DA of around 25 to 40.

Most homepage links are rentals (which I don't think Fiverr supports) so $5 is a bargain for a permanent link.
