Current signup discounts for Yahoo PPC, MSN adcenter?

Anyone have any current signup discount coupons for the Yahoo and Microsoft Adcenter PPC programs? The most recent ones I can find ended Jun 30th 2008. Alternatively, do they usually offer them at specific times of year? I don't need to start till the beginning of Sept.

I applied for Y account twice but never get any feedback. I doubt they are giving discounts in a continuous and consistent manner, to be honest.
