Phantom links

Hi all.
Hopefully someone can offer me some advice on a little matter I have. I currently own a website which provides computer repair and technical support to homes and small businesses in my area. I live in a small area and am targeting customers within this area. There's a little bit of competition, but nothing which didn't stop me reaching the top of page two in Google with no SEO to speak of as the domain name is pretty much an EMD. It's not a huge money maker by far, but brings me in a little webdesign work and pocket money now and again.
The strange thing is that my ranking has been slipping drastically recently and I've just slipped to midway on page three over the last few days.
So today I go and check my Webmaster Tools in Google to see that I have near enough 18k links to my site from a site called blogolio dot in and another 3k from digitalmbul dot com!!!
Strangely though, majesticseo only shows 4k links to my site, but I've done nothing to warrant these links either.
So it looks to me that someone is seeing me as competition to their business and link spamming my site. My question is, is there anyway I can clear up these phantom links and try to prevent this from happening again? I can only see this as being the reason my ranking has dropped so much recently after being consistently sitting at the top of page 2 for the last 3 months or so.
