Quality Score Help!!

Recently when I start any new adgroup, all my quality scores are about a 3 or poor and they want $1 per click. This is for adgroups where I have only put 1 keyword in it and designed the whole landing page based on that keyword. What is the problem? Before when I did this I usually started with a quality score of 7 okay, and a bid starting bid of .2

Please help!
