adwords account history question

I opened my adwords account about a year ago. I had never done ppc before and have a bad click thru rate history from learning. Recently I noticed sometimes when I start a new campaign, my quality score is poor to start. This is for landing pages and ads that are based on one keyword and normally I would start out at an ok score.

Can I fix or erase my poor history now that I am getting better click thru rates, or should I open a new account?

When I check all time history for my account, I have had about 5000 clicks and a ctr of about 1%.
