i am a newbie in this SEO field,so how do i come to know whether my SEO advisor is an expert in its field or not?

you can always ask for testimonials and proof of results - although they will probably say they cant share because they are confidential! LOL

There are lot of people who label themselves seo experts but may know nothing about seo and there are also seo experts who use black hat techniques which may ban your website.
