High PR helps getting search traffic. But, it is not absolutely necessary for getting large number of traffic. If you know the working technique of getting traffic, then you will get tons of traffic without having high PR.

A high PR site means that the google page rank of that site is good. And links from high PR sites get more priority than low PR site in google.

Rubbish, high PR links do not get more priority in Google, low PR sites can easily outrank higher PR sites.

High PR does not mean high traffic either....

No. High PR means lots of backlinks. Or some/lots of high PR backlinks are pointed to the page.

It depends on how your site is linked from other sites. Say thousands or PR2 backlinks compared to a few PR7 backlinks (than can results in same PR or your site) can generate more traffic due to the diversity of links on more sites.

I can tell you from experience that a PR3 site can have very low traffic.

PR is just a guideline. Google gave up on using it years and years ago since it was too easy to scam a high PR. However it is still a good guideline for checking if a site has good backlinking.

So does a high PR site have good traffic? Since backlinking is only 1 part of SEO it does NOT mean good traffic unless the other factors relating to SEO are strong.

NO because there are many PR5 sites that have low traffic in comparison to a PR3 site. I have conclusive data which I cannot share the details. One reason why that PR3 site has high traffic is because of their social media.. active and aggressive in comparison to that PR5 website.

I think general users don't have knowledge about PR & traffic they just saw if u r site have interesting content & information which he like so he will visit u r site. so it is important to popularize our site via social networking (Facebook,Twitter etc.)

No it doesn't mean that if sites page rank is high than that site must get the more traffic than the low page rank sites. Sometimes low page rank sites getting the more traffic than the high page rank sites.

If one has lots of backlinks for authority sites, don't you think that can drive good targeted traffic to your site ?

High PR means high PR, doesn't have anything to do with traffic volume.

I could make my "Privacy Policy" page a PR5 If I wanted, wouldn't make any sense other than to prove you can create a high PR page that no traffic would want to look at.

On a large site, you could create a high PR page & bury the page so deep in the site, nobody would ever find it, again wouldn't make any sense, but it could be done If you need proof that traffic has nothing to do with PR.

You could have a single page site, build up the PR & rank the page for the [exact] keyword "horseshoe rainbow pineapple caveman" & nobody would ever find the page. You would still have high PR & zero traffic.

High PR is only one aspect to increase the SERP Position. So I can say that High PR is not everything but this is a important factor.
